Le dialogue social : renouvellement et renforcement

Le Premier ministre, Jean-Marc Ayrault a insisté sur la volonté du gouvernement de "redonner toute sa place au dialogue social", qui "a besoin d'évoluer pour gagner en force".

Le Premier ministre a indiqué que l'exécutif souhaitait "accroître la reconnaissance des partenaires sociaux et de la démocratie sociale" dans le cadre d'une “réforme constitutionnelle", qui sera proposée "à l'issue d'une large concertation”.

Hier, François Hollande a réitéré sa promesse d’inscrire le rôle du dialogue social et la place des grandes organisations représentatives dans la Constitution.

Le Premier ministre a annoncé "un bilan sera réalisé au deuxième semestre 2013 (...) pour apprécier si des ajustements sont nécessaires" 

2.    Une réforme du SMIC “avant la fin de l’année”

"Comme l'engagement en avait été pris par le président de la République, nous souhaitons permettre une évolution des règles de revalorisation du smic visant à mieux intégrer la croissance", a indiqué Jean-Marc Ayrault.

3.    Une réforme du financement de la protection sociale en 2013

"Le gouvernement engagera une concertation avec les partenaires sociaux, avec pour objectif une réforme législative en 2013”

Renouveler le financement de la protection sociale en assurant son avenir et sans pénaliser les entreprises

"S'agissant du financement de notre système de protection sociale, il nous faut en effet trouver rapidement des perspectives, tant pour assurer l'avenir de la protection sociale que pour améliorer la compétitivité de nos entreprises”.

Si plusieurs solutions sont avancées, les partenaires se sont mis d’accord sur la méthode et le calendrier.

La méthode : un diagnostic du haut Conseil dès septembre 2012

Le gouvernement saisira le Haut Conseil du financement de la protection sociale dès le mois de septembre 2012

Le Haut Conseil "réalisera un diagnostic sur les modalités actuelles de financement de notre protection sociale, précisera le partage entre les besoins de protection sociale relevant d'une approche contributive et ceux qui relèvent d'une approche non-contributive".

"Il dessinera les évolutions possibles du système actuel, notamment en termes de diversification des recettes”

5.    Suppression de la prime “dividendes” créée sous Nicolas Sarkozy

Qu’est ce que c’est ?

Créée en avril 2011 sous l'appellation "prime à 1.000 euros", elle devait être versée par les entreprises de plus de 50 salariés ayant attribué un dividende en progression par rapport à la moyenne des deux années antérieures.

Cette prime décriée tant par la gauche que la droite et le patronat s’est révélée inefficace – s’élevant parfois à moins de 10 euros – et c’est pourquoi Jean-Marc Ayrault a indiqué qu’elle serait supprimée.

6.    Une mission sur la compétitivité confiée à Louis Gallois

Objectifs de la mission

Améliorer l’environnement des entreprises

La "mission sur la compétitivité de nos entreprises” aura pour l'objectif de "préparer la mise en oeuvre d'actions concrètes d'ici la fin de l'année" pour améliorer leur "environnement".

Les mesures seront notamment d’ordre "réglementaire, administratif et fiscal” pour améliorer le développement des entreprises et lever les freins qui existent actuellement.

Renforcer le tissu industriel

Le Premier ministre préconise une “amelioration des relations entre donneurs d'ordre et sous-traitants" afin de renforcer le tissus industriel.

"Nos entreprises doivent apprendre à jouer collectif, comme leurs homologues allemandes savent si bien le faire. Les PME et les établissements de taille intermédiaire doivent améliorer leur capacité à exporter”.

Revaloriser l’image de l’industrie auprès des jeunes

"Au-delà des questions de financement, l'image de l'industrie doit être revalorisée auprès des jeunes et les métiers techniques confortés. La semaine de l'industrie peut participer à cet objectif en devenant un rendez-vous annuel incontournable".
